When MutS recognizes a problem, does MutH always cleave at the closest GATC sequence?

Yes, MutH will cleave at or near the GATC that it interacts with. Remember that MutH will not be active until the DNA-MutS-MutL complex binds to it, and then it becomes active and cleaves the unmethylated strand.
