The textbook says that a special protein in the centrosome (the protein is denoted by what I think is a Greek letter somewhat resembling the English "y", but I don't know the Greek alphabet) initiates assembly of microtubules and that this protien is associated with other proteins to form a ring complex (Cooper Chapter 12, page 509). Is the ring complex in some way related to the centrioles?

That Greek letter that looks like a Y is the letter Gamma, so this denotes a special type of tubulin called gamma-tubulin. You don't find it in intact microtubules, but it is an important component of the pericentriolar matrix.
