Is topoisomerase an ATP-dependent enzyme, or does it use the energy released by breaking the phosphodiester backbone to later create a new covalent bond?

If you'll recall from lecture, some types of topoisomerases cut only one strand, wind, and religate, while other types of topoisomerases cut both strands, wind, and religate. I know for sure that the first type does not require ATP hydrolysis as an energy source, but I think that the second type does.
