When DNA polymerase I replaces the very first NTP from a primer (the one at the 5' end) with a dNTP in an Okazaki fragment and connects this incoming dNTP to the dNTP at the 3' end of the previous Okazaki fragment, is this ligation, or is the term ligate only used when the two fragments already contain all of their dNTPs?

We would call a joining ligation if we're joining two independent strands, but we call it synthesis if we're adding nucleotides to a strand one at a time.
