Does DNA polymerase actively synthesize the dNTP's it adds to the daughter strand, or is its job simply to remove RNA bases and replace them with pre-made DNA bases?

When we refer to nucleic acid synthesis, that's a completely different subject than nucleotide biosynthesis. So DNA polymerase I (or III for that matter) uses previously-made dNTPs when it replaces RNA with DNA. It won't be until a biochemistry course that you'll have to learn the actual pathways of nucleotide biosynthesis.
