In one of our lecture slides, it says "RNA synthesizing enzymes require a free 3'-OH for synthesis, but can hybridize a nucleotide to a N.A. strand". Which RNA synthesizing enzyme is it talking about, because I thought only DNA Polymerase III needed the free 3'-OH?

Remember, there is a conceptual difference between doing synthesis and allowing a single base to hybridize to a single-stranded template. Any enzyme that is considered a polymerase (DNA or RNA) can do the former, but only RNA-synthesizing enzymes can do the latter. And to do synthesis, they ALL need a 3'OH to add the next base to. Keep in mind also that it doesn't particularly matter where that 3'OH group comes from, it just happens to come from an RNA base in a primer in replication.
