Is the lagging strand made up completely of RNA nucleotides until Polymerase I comes in and replaces the nucleotides with DNA nucleotides?


No, only the first few bases (the primer) of each Okazaki fragment. The rest are DNA bases added in by DNA polymerase III. The primer in reality is on the order of about 10 out of 1000 bases.
