What does it mean to 'anneal' a DNA molecule?

Annealing means allowing complementary base pairs to form between complementary strands of nucleic acid. You're not synthesizing a new strand, just allowing existing strands to come together. If strand A is complementary (and antiparallel) to strand B, then strands A and B will anneal. It really doesn't mean anything more than the hydrogen bonding of complementary strands to each other.
