Why is it false that DNA polymerase 1 has synthesis, 5' to 3' exonuclease, and ligase activity ?

That statement is incorrect because ligase activity is the ability to create a new phosphodiester linkage between a free 5' phosphate and a free 3' OH in the absence of any synthesis activity. In other words, no new bases are added to the nucleic acid molecule. DNA polymerase I can certainly create phosphodiester linkages, but can only do so in the context of joining an incoming dNTP to the 3' end of a DNA strand.
