Why is DNA polymerase I DNA-dependent? its function is associated to the RNA on the new strand, right? or does that term refer to the DNA template that the polymerase must complementary base-pair to?

Removal of primers is a separate activity from synthesis, and synthesis depends on a template. So your second comment is the correct one -- DNA polymerases are DNA-dependent because they use the information in a molecule of DNA to determine what base should be added next in the chain.
