Can a noncompetitive inhibitor bind to the allosteric site of an enzyme while the substrate is attached to the enzyme.


Sure, I suppose this is possible. Remember that catalyzed reactions occur very fast, so as soon as products are formed, they're released, emptying the active site. If the noncompetitive inhibitor is still there (and very likely would be), then the enzyme is now inactivated until that inhibitor molecule is released.
