Does the term "subunits" refer to tertiary structures specifically or any polypeptide. Are secondary structures subunits of tertiary tructures?

If more than one folded polypeptide is incorporated into a quaternary structure, we call each folded polypeptide a subunit. Multiple subunits make up a unit. Similarly, multiple polypeptides with tertiary folding are incorporated into one protein with quaternary structure. 

Typically we wouldn't use the term subunit to describe secondary structures.
