Genetic Regulation and the Lactose Operon

I have written that the protein product of the lacl gene binds to the operator and blocks the promoter and under that I wrote constitutively. Does the constitutively just refer to the fact that the Lac repressor protein is always made even though whether or not it is used depends on the presence of lactose in the absence of glucose?
