What does "stabilizing" refer to when talking about how taxol stabillizes microtubules rather than blocking formation. Does stabilizing a microtubule mean that GTP is not hydrolyzed, therefore stopping depolymerizaion, and only having polymerization (if GTP-bound tubulin is around). So would this mean the microtubule just keeps getting bigger?

In stabilization the GTP is still hydrolysized but some taxol protein just binds the end of the microtubule so that nothing can be polymerized or depolymerized, thus stopping dynamic instability and its ability to grow or shrink.
