what exactly do the nuclear membrane vesicles do, and where do they go before the nuclear envelope is reformed?

They don't really "do" anything other than give the cell an opportunity to turn one larger nucleus into two smaller nuclei by the time M-phase is complete. And with respect to where they are, they're just hanging out in the cytoplasm until it's appropriate to reassemble the nuclei.
