Movie 3 describes "pause" as a state when microtubules neither grow nor shrink. Does this occur only when something (like taxol) binds to the plus end of the microtubule to block that end from accepting or releasing tubulin dimers, or does "pause" occur through a different process?

That state of pause is something used to describe microtubule dynamics, but it is functionally analogous to being at the critical concentration of an actin filament. It's not that nothing is happening, it's that the net growth is zero.
