My question is when the concentration of GTP- bound tubulin is high, it continue adding the next protofilament or (collection of tubulin) before the previous had the chance to hydrolyze...does this mean the previous GTP did not hydrolyze by the time the next one added...because it looks in the figure that the GTP hydrolyzed after a new line was added so it cannot depolymerize, therefore creating a GTP Cap?

Yes, this is correct. The next "ring" of tubulin dimers gets added to the end of the MT (if there's enough free tubulin around) before the tubulin that had previously been at the end has a chance to hydrolyze its GTP.
