How do centrioles become stabilized in length and does this stabilization make them "highly organized?"

You can stabilize the length by occupying both ends. Now neither end is subject to polymerization or depolymerization. This doesn't make the MTs themselves highly organized, but you can use these "pieces" to build organized structures like axonemes, axons, dendrites, etc.
