So is actin constantly polymerizing and depolymerizing, or is it in equilibrium for the most part?


It really depends, because actin filaments in some structures are more dynamic than others. If you think of the actin bundles in microvilli, the plus ends are capped to prevent polymerization and depolymerization and the minus ends are anchored in the terminal web. On the other hand, actin networks are much more dynamic and actin must polymerize and depolymerize (e.g. macrophage engulfing a cell). Cell crawling also involves actin polymerization and depolymerization. Most actin is probably involved in functions where it would need to polymerize and depolymerize.
