In class today, the video showed the contents in the vesicles getting dumped out of the cytoplasm through the nuclear pore complex, does it always have to go through the nuclear pore complex to get out because I thought you said the vesicle just fuses with the membrane and dumps it out?

It can happen either way -- the material can be dumped into the extracellular space when vesicles fuse with the plasma membrane, or molecules can be transported out of the cell like the movie was suggesting. But careful with your teminology... you wouldn't find nuclear pore complexes at the cytoplasmic membrane, would you?
