what is meant by "the inside of a transport vesicle is functionally equivilant to the outside of the cell, what was facing the inside of the vesicle is fused to expose outside now." ?

This an extension of my "what starts cytosolic stays cytosolic" thing I kept repeating in class. When a vesicle finally reaches the plasma membrane and fuses with it, the parts that were in the lumen of that vesicle are now facing the extracellular space, but the parts that were facing the cytoplasm before are still facing the cytoplasm.
