Can vesicles travel from the cis golgi through the stacks to get to the trans-golgi network? What part of the golgi do the vesicles fuse with in order to get to the trans-golgi?


Yes, the "layers" of the Golgi are not continuous with each other, so to get from the cis face to the trans face, you have to go through the "stack." The "outer layer" of the Golgi is called the trans face, so you don't have to go through anything special (other than the stack) to get to the trans face.
