Are all of the ribosomes that are on the rough endoplasmic reticulum currently undergoing translation of protien into the lumen? Were they once free floating or are there ribosomes that just rest on the membrane and never release?

Yes, if you see a ribosome attached to the ER membrane at an instant in time, it is in the process of translating an ER-directed protein. They all started out in the cytoplasm and were directed to the ER because of a signal sequence. And once translation of that protein is complete, the subunits will release back out into the cytoplasm to find the next 5' cap structure to assemble on.
