I read in the book that a protein's orientation within the ER dictates that GPI-anchored proteins are exposed on the outside of the cell, with the GPI anchor mediating their attachment to the plasma membrane. I thought that the GPI anchors were in the lumen of the ER, and the lumen means the inside.


There's a difference between outside the ER and outside the cell. When the book says outside the cell, they don't mean the cytoplasm! They mean the extracellular space, and in terms of conditions and surfaces, the extracellular space is equivalent to the lumen of organelles and vesicles.
