what are the differences between pulse and chase and what exactly the whole process is supposed to explain?

The pulse itself is when you begin "marking" proteins so you can trace their fate. And the chase is when you stop marking any additional proteins, so all you're monitoring is the proteins that were made during the pulse period. The process allows you to answer questions like "Where is this protein synthesized?" and "Where does this protein go over time?"
