I know that if a protein is destined for the ER it completes translation at the RER and if it is destined for the cytoplasm it completely translates in the cytoplasm. But don't both begin by translation in the cytoplasm?


Yes, all translation initiates out in the cytoplasm. The difference is, a protein that presents a signal sequence will be bound by SRP and pause translation until it can resume at the surface of the ER.
