Do the cytoplasmic filaments recognize the materials that need to come into a cell, and the nuclear basket recognize the mature mRNA that needs to be exported?


When you say "come into a cell," I'm assuming in this case you actually mean "come into the nucleus." And yes, those filaments are believed to aid in the recognition and passage of material that needs to be imported. And yes again, the nuclear basket structure is believed to aid in the recognition of material (including but perhaps not limited to mature mRNAs) that need to be exported.
