GTP hydrolysis is required for both importin and exportin-- is this during their recycling processes? Because energy is not required for the importin and exportin to bind to the cargo proteins and move across the membrane.. right?

Yes, that's correct. The energy is used (in both import and export) to recycle the importin or exportin back to the conformation in which it can bind to the next cargo molecule.
