In regards to proofreading and mismatch repair is there any chance that these mechanisms are more relaxed in noncoding regions of DNA or do they not know the difference between destinations of the regions of DNA.

Since the goal of DNA replication is to copy every single base just as quickly as possible, there's not really time to devote to attempting to determine which areas are "more important" than others. So although it's a perfectly valid concept you propose, the reality is that there is no differentiation made among regions of DNA during replication. Good question, though!
