For the peptide bond formation in the elongation phase, the action is catalyzed by the big S subunit correct? So does this mean it is the 28S in eukaryotes, and the 23S in prokaryotes?

All of that sounds correct to me. The peptidyl transferase activity of the ribosome is in the large subunit (50S and 60S) rRNA (23S and 28S, in prokaryotes and eukaryotes, respectively).
