Will mature mRNA only be degraded by endonucleases or 3'-5' exonucleases, since an RNase cannot recognize the 5' cap?

As long as the 5' cap is in place, the mRNA is not subject to degradation by a 5'-3' exonuclease. But here's the interesting part... the shortening of the poly-A tail leads to activation of a particular protein whose job it is to remove the 5' cap. Once that happens, the 5' end is accessible to 5'-3' exonucleases which are indeed present in the cell.
