Why is the stem loop during termination of transcription in E. coli rich in GC?

Stability. You want your stem loop structure to be around long enough to terminate transcription, and there is nothing covalent holding that in place. So the more G-C bp you have, the more hydrogen bonds, and the more stable the structure.
