I don't understand how the RNA Polymerase III's promoter region can be downstream. How can it transcribe from the +1 part to +19 part if it starts transcribing the DNA at about +20 and +60 upstream?


That system is more complex, so you don't need to understand the details for this class. Just know that the promoters are different from the -10 and -35 consensus sequences. Generally be aware that the promoter can be before or after the +1 site.
