I thought core enzymes and thus holoenzymes existed in both prokaryotes and eukaryotes yet I see a source stating they only exist in prokaryotes?

In the context of RNA polymerases, "holoenzyme" means that sigma factor is present, and "core enzyme" means sigma factor is absent. Since bacteria have sigma factors but eukaryotes do not, this particular distinction--in this context--would not be applicable for eukaryotes.
