What makes the promoter complex a closed one and an open one during initiation?


While the DNA is still wound up, the complex would be called "closed." After the helicase activity built into the polymerase unwinds the DNA, the complex would be called "open." It's really just an indication of what has or hasn't been done to the ds-DNA.
